The prosecution would have to explain this well enough to a grand jury and then to a trial jury. So far it is way too convoluted for me to follow.

based on bnp precedent, us gov penalties for sanctions-violating banks that didn’t bend knee & cooperate is equal to total value of violations.
which means Halkbank wud have to pay billions in penalties (which it might not be able to pay: its total equity is about $2.5 billion) or else be cut off from US/world banking system https://www.bloomberg.com/news/articles/2017-10-23/turkish-banks-drop-as-regulators-deny-u-s-probe-possible-fines in which case there’ll be a run on the bank & it will go into receivership.
Maybe it would be worth millions for Erdogan to try to dodge a settlement that will cost billions or a financial crisis in Turkey. & maybe good way for US to get a working coup against Erdogan is increasing public dissatisfaction through…a financial crisis!

This story brings to mind whistle blower financier Ronald Bernard, who stated that these type of sanctions were just ways for a select few at the top the make billions more, and even though they were portrayed as adversaries by news media, they are in fact all friends behind the scenes working to craft a story to be fed to the rest of the world.
