After the Twin Towers collapsed demolition-style in their own footprint, then President George W. Bush established the Office of Homeland Security, the most significant reorganization of federal agencies since Truman signed the 1947 National Security Act into law. Its initial mandate was to protect the “homeland” from terrorism—ostensibly from the likes of al-Qaeda and its affiliates—however it didn’t take long for mission creep to set in.

The agency soon involved itself in data-mining, mail interception, and teamed up with the Justice Department to establish so-called fusion centers around the country, the latter used for secondary purpose—namely, monitoring the political activities of American citizens, not merely Muslim Americans, but also pro- and anti-abortion activists, environmental activists, Tea Party groups, and advocates of the Second Amendment. In 2009, the Missouri Information Analysis Center targeted third party candidates, including Ron Paul, and constitutionalists and antiwar activists as potential threats to national security.

The DHS acted as a clearing house for surveillance of the Occupy Wall Street movement. FOIA documents released to Truthout show how the agency worked with local law enforcement and local government officials “in any wholesale manner” on a coordinated subversion and neutralization program aimed at the nationwide protest group.

“In the 12 years since it was established to ‘prevent terrorist attacks within the United States,’ the DHS has grown from a post-9/11 knee-jerk reaction to a leviathan with tentacles in every aspect of American life,” constitutional attorney John Whitehead wrote in 2014.

He notes the agency’s ongoing efforts to militarized police, spy on activists, stockpile ammunition, distribute license plate readers, contract the construction of detention camps, track cell phones, carry out military drills and lockdowns across America, and as previously noted conduct widespread surveillance using fusion centers.

“If the United States is a police state, then the Department of Homeland Security (DHS) is its national police force, with all the brutality, ineptitude and corruption such a role implies. In fact, although the DHS’ governmental bureaucracy may at times appear to be inept and bungling, it is ruthlessly efficient when it comes to building what the Founders feared most—a standing army on American soil,” Whitehead writes.
