China: Living in the Bipolar World

U.S.Vice President Mike Pence gave a speech at the Hudson Institute on October 4.  Exactly one month before the midterms, it looks like the Trump administration is looking to close the books on “How Donald Trump betrayed America to Russia” and move on “How Donald Trump Saved America from China.”

Pence’s speech attracted a lot of attention because it positioned the People’s Republic of China as a hostile power actively undermining U.S. domestic security and interfering in the politics, business, media, and academia of the United States.

The main thrust of the Pence speech was to paint America as the injured party in a campaign of Chinese subversion against the homeland, not just somebody who is trying to eat America’s economic and diplomatic lunch in Asia, Africa, and Europe.

In the process Pence shifted the China’s discourse America’s victimhood and invited the a priori assumption that PRC influence is behind skepticism concerning the US government’s China story.

Covering U.S. China policy from a critical perspective just got a lot more interesting.  But we’re still doing it at Newsbud and China Watch.

One of the most consequential failures in modern U.S. diplomacy (or anti-diplomacy) if you prefer, was a disastrous foray into financial secondary sanctions targeting North Korea during the George W. Bush years when John Bolton ruled the North Korea regime-change roost.  The sanctions gambit—targeting a tiny, China affiliated bank in Macau—backfired and literally birthed North Korea’s first atomic bomb.

It’s history that the Chinese and North Koreans know deep in their bones, even as the U.S. government tried to deny and ignore the reality of the fiasco.  To understand the deep distrust and reflexive caution of Kim Jong Un and Xi Jinping in dealing with the United States, you need to know about the Banco Delta Asia gambit of 2005.
